Full Job Description
Strategic Operational Planning supports operations through the leadership, management and integration of high level planning products and services to respond to fire and disaster events and maintain an operational capability that contributes to the development of risk based planning and policy at all levels of Queensland Disaster Management Arrangements.

Reporting to the Director, State Operational Coordination Branch, you will be responsible for leading and managing a multi-disciplinary team to develop and implement the QFES Integrated Planning Framework and operational planning policy and procedures for QFES. You will also be required to provide high level advice on issues of operational planning relating to fire and disaster management activities.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of role

Strategic Operational Planning supports operations through the leadership, management and integration of high level planning products and services to respond to fire and disaster events and maintain an operational capability that contributes to the development of risk based planning and policy at all levels of Queensland Disaster Management Arrangements.

Reporting to the Director, State Operational Coordination Branch, you will be responsible for leading and managing a multi-disciplinary team to develop and implement the QFES Integrated Planning Framework and operational planning policy and procedures for QFES. You will also be required to provide high level advice on issues of operational planning relating to fire and disaster management activities.

Key requirements

Highly desirable requirements
  • Knowledge and experience of the national Australasian Inter-Service Incident Management System (AIIMS) framework.
  • Knowledge and experience in developing and implementing high level operational planning products, services, policies and procedures, relating to disasters and emergencies.
Special requirements
  • This role supports QFES operational activity through representation in the State Operations Centre, State Disaster Coordination Centre, Regional Operations Centres and Incident Control Centres and/or Emergency Operations Centres as required.
  • It is expected the incumbent will possess the necessary expertise or experience to be appointed as an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990. Therefore, this role is also a designated SES uniformed position.
  • The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
  • It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state.
Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
  • Lead and manage the development and implementation of best practice operational planning frameworks, incident and disaster management policy, governance, risk management and technical controls.
  • Manage the development, review, assessment and implementation of competency based operations programs and training, ensuring alignment with national and industry standards.
  • Provide high quality advice and recommendations arising from the operational planning initiatives that support decision making.
  • Prepare, review and provide high-level reports, briefs, submissions and other correspondence in accordance with departmental requirements.
  • Develop strong relationships with key internal and external stakeholders to ensure requirements for operational planning are met and objectives are achieved.
  • Represent, liaise and negotiate agreed outcomes for QFES on high-level committees and working groups to mitigate the effects of disasters in communities.
  • Undertake management activities including operational and strategic planning, workflow and quality management, utilising human, financial, including budget management and other resources.
  • Lead and manage a multi-disciplinary team, fostering teamwork and managing human resource activities including developing of staff through performance, planning and review.
