Who is the National Heavy Vehicle Regulator?
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Policy Advisor

Environment
Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.

The Network Access team is responsible for facilitating the safe and efficient movement of heavy vehicles through
management of access to the transport network. The team coordinates the development and delivery of innovative
approaches to ensure the optimal access outcomes with consideration of transport infrastructure and demand
management.

The Network Access team was established as part of the NHVR’s operations in 2013. The team provides a conduit
between the heavy vehicle industry and the participating jurisdictions to achieve a balance of effective and efficient
usage of the transport infrastructure, while ensuring the transport and freight industry can safely and easily move
different types of commodities within and across states and territories.

The Network Access team is governed by the Heavy Vehicle National Law and operates in close collaboration with
participating states and territories.

Primary Objective
  • Support the Network Access Policy team in delivering key transport regulation reforms; evaluate outcomes,
efficiency and value for money for government, industry, and the community.
  • Drive the harmonisation of heavy vehicle access conditions in all states by comparing existing access conditions and
devising solutions aimed at providing best practice approaches and addressing inconsistencies. This will be done in
consultation with jurisdictions stakeholders and peak industry bodies.

  • Coordinate projects, ensuring completion within statutory, regulatory obligations.
  • Analyse and resolve technical policy issues related to heavy vehicle productivity.
  • Undertake research on specific transport and freight issues, analyse data and prepare reports.
  • Deliver exceptional customer service to external and internal customers and partners.
  • Build and maintain professional networks and effective relationships with internal and external stakeholders and
represent the NHVR as required.
  • Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
  • Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.
Key Responsibilities/Accountabilities
  • Provide high quality, objective analysis and recommendations within specified timeframes on a range of legislative,
strategic and operational policy matters relevant to the NHVR.
  • Conduct research and analyse data, issues and trends.
  • Proactively contribute to the development, implementation, evaluation and continued improvement of strategic
policy and legislative frameworks.
  • Prepare quality evidence-based policy proposals, briefings and correspondence which communicate findings,
recommend policy positions and identify areas for reform.
  • Maintain effective working relationships with internal and external stakeholders including government agencies
(federal, state and local), industry, community and other stakeholders on operational policy matters related to the
NHVR.

  • Take personal responsibility to deliver on agreed outcomes, model high standards of professionalism and ethical
behaviour; demonstrate self-awareness and a commitment to personal development.

  • Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.
Skills and Capabilities
  • High level skills in research, analysis and problem solving evidenced by ability to frame complex issues clearly and
precisely including the preparation of reports, policy documentation, briefings, procedures and guidelines.

  • High levels of written, oral and interpersonal communication skills, including the ability to negotiate desired
outcomes with internal and external stakeholders.

  • Ability to effectively plan, lead and/ or manage projects to deliver timely and effective results in a dynamic
environment with competing priorities.

  • Ability to develop policy, technical and otherwise, in-line with government legislative and policy requirements.
Qualifications and Experience

Highly Regarded:
  • Experience in policy, planning and analysis.
  • Ability to plan and coordinate projects and tasks to establish a course of action for self and others to achieve
specific objectives and deliver expected outcomes.
  • Demonstrated experience in rapidly acquiring strong technical knowledge.
  • Knowledge of heavy vehicle industry, or similar industry.
  • Excellent attention to detail and ability to work to tight deadlines.
  • Experience in transport regulation
  • Ability to rapidly acquire a sound working knowledge of the relevant legislation, policies, and procedures
  • Experience in developing government policy in a complex operating environment
  • Capacity to engage and influence with diverse stakeholders including three tiers of government, industry
associations and business operators.
