The Department

This role sits within our Financial and Project Services department. This department provides a range of corporate support functions that assist with the operation of all areas of Council. These functions include the processing and payment of approximately 60,000 supplier invoices per year, the processing of the fortnightly payroll for Council's 1,800+ workforce, the provision of strategic advice and assistance on procurement matters, and the levying and collection of approximately $320 million in rates and utility charges each year. The Financial and Project Services department is committed to providing a high level of service to other Council departments and the community.

About our opportunity

This is an exciting, new leadership role in our expanding procurement team!

You will drive the development and implementation of the category management approach, strategies and plans for the building construction and maintenance (BCM) category of spend, effectively supporting internal stakeholders and the strategic procurement agenda.

Leading a team of procurement specialists, you will inspire high performance, continuous improvement and a customer focus to deliver effective and efficient strategic procurement activities for the BCM category.

Reporting to the Procurement Development Manager, you will be responsible for:

  • Implementing strategies that are industry best practice and consider optimal value for money and council objectives.
  • Providing input for Council's Corporate Procurement Plan and Forward Procurement Schedule.
  • Undertaking reporting and analysis to ensure compliance and evaluate expenditure, savings opportunities and benefits.
  • Ensuring legislative, contractual and business requirements are met.
About you

Your extensive experience in implementing best practice procurement, paired with a drive to be part of a new approach will make you the perfect addition to our team.

You will be an expert in developing and implementing category plans, sourcing activities, contract management and benefits realisation. Specifically your experience will be relating to asset infrastructure and management - examples of which include roads, building construction, asset maintenance, plant and machinery, fleet, parks, water and waste.

With exceptional communication and negotiation skills, you will be well adept to lead and motivate the team to achieve objectives and to build quality working relationships with suppliers and other stakeholders.

In addition, you will be:
  • Knowledgeable of relevant legislative and contractual requirements, complemented by exceptional commercial business acumen.
  • Experienced in implementing a mix of direct and indirect service provision sourcing strategies, including outsourcing of services.
  • Have the skills and ability to effectively lead change for business and procurement processes and deliver on goals and project deliverables.

Term: Permanent Full Time

Award/Level: Qld Local Government Industry Award (Stream A) - Level 8 of the Moreton Bay Regional Council EBA4 Certified Agreement

The appointed wage level will be dependent upon the successful candidates level of experience, skills and qualifications.

Location: Strathpine
  • From $107,954 pa + super (up to 12%) + leave loading
  • 72.5 hour fortnight
  • 9 day fortnight
